ENERGY STAR v3.1The U.S. Environmental Protection Agency (EPA) designed the ENERGY STAR program to challenge builders. The goal is to promote builders that create well-design and energy efficient homes. It is a comprehensive program that covers all the building systems. What’s more, it requires certified inspectors to perform field review and testing. That is where you come in.
You are a certified HERS Rater or Rating Field Inspector (RFI). You are trained in the field of building science to test, review, and analyze homes and building plans. Despite the knowledge and understanding you currently have, the ENERGY STAR program requires more. This program is designed to test homes that meet high levels of specifications. This reduces energy consumption through well-made homes, energy efficient lighting, and suitable appliances.
This requires properly certified inspectors. While you have met a benchmark through your HERS Rater or RFI certification, there is more to it. You are among the few who can do this one job. If you intend to certify homes for the ENERGY STAR program, you must be ENERGY STAR-certified. You have to attend a course given by a RESNET-accredited Training Provider that covers the program.

The cost of this course is $540 for 2 months of access to the learning material, and includes the exam but does not include any proctoring fees.
There is a two hour exam at the end, with a score of 80% or higher to pass.
